Free Sample NCOI Portfolio Annotation Entries for ECP Applicants: Teacher IV–VI and Master Teacher I–III

Preparing the documentary requirements for the Expanded Career Progression or ECP application can be challenging, particularly when teachers begin organizing their Means of Verification and writing annotations for the required Non-Classroom-Observable Indicators or NCOIs.

These materials are intended to help applicants understand how an annotation may be written, organized, and connected to the submitted Means of Verification. What Is the Expanded Career Progression System?

The Expanded Career Progression System was established through Executive Order No. 174, s. 2022 to provide clearer opportunities for the professional development and career advancement of public school teachers.

The system expanded the Classroom Teaching Career Line by introducing Teacher IV, Teacher V, Teacher VI, Teacher VII, and Master Teacher V positions. It also places greater emphasis on the demonstration of competencies under the Philippine Professional Standards for Teachers rather than relying mainly on length of service or educational attainment.

The principal issuances governing its implementation include:

  • Executive Order No. 174, s. 2022 – Establishing the Expanded Career Progression System for Public School Teachers
  • DepEd-DBM Joint Circular No. 01, s. 2025 – Modified Position Classification and Compensation Scheme and System of Career Progression of Teachers and School Heads
  • DepEd Order No. 019, s. 2025 – Amended Qualification Standards for existing and newly created teaching and school principal positions
  • DepEd Order No. 024, s. 2025 – Guidelines on the Implementation of the Expanded Career Progression System for Teachers and School Heads
  • DepEd Order No. 034, s. 2025 – Amendments and Clarifications to DepEd Order No. 024, s. 2025
  • DepEd Order No. 020, s. 2024 – Guidelines on Recruitment, Selection, and Appointment to Higher Teaching Positions arising from natural vacancies

The official ECP Frequently Asked Questions clarify that DepEd Order No. 020, s. 2024 applies to promotion through natural vacancies, while DepEd Order No. 024, s. 2025 provides the guidelines for reclassification of teaching and school principal positions.

What Are NCOIs?

NCOI means Non-Classroom-Observable Indicator. These PPST indicators cover competencies that may not be directly observed during an actual classroom observation.

Under the ECP comparative assessment process, the applicant’s demonstration of the required NCOIs is assessed through:

  1. Portfolio Annotation, using the Portfolio Annotations Form or PAF; and
  2. Behavioral Events Interview or BEI.

The Portfolio Annotation component may contribute up to 10 points, while the Behavioral Events Interview may contribute up to 5 points, for a combined maximum of 15 points under the NCOI criterion.

Applicants Do Not Need to Create New MOVs Solely for ECP

DepEd clarified that teachers are not required to produce new or additional Means of Verification exclusively for the NCOI assessment.

Applicants may use relevant documents prepared as part of their regular teaching and teaching-related responsibilities, including:

  • Lesson plans
  • Assessment materials and tools
  • Learning Action Cell documents
  • Reports and accomplishment records
  • Intervention or enrichment materials
  • Monitoring and evaluation documents
  • Other relevant RPMS-PPST or PMES documents

MOVs from the applicant’s last three rating periods may be used, regardless of the indicator under which they were originally submitted, as long as the documents clearly demonstrate the applicant’s performance and attainment of the PPST indicator required for promotion.

Available Sample NCOI Annotation Entries

The sample annotation entries are organized according to the position and corresponding PPST career stage.

Proficient Career Stage

Available sample entries:

  • Teacher IV
  • Teacher V
  • Teacher VI

Teacher IV is the entry position for the Proficient Career Stage. Teacher IV to Teacher VII positions are assessed using the applicable Proficient Teacher indicators.

Highly Proficient Career Stage

Available sample entries:

  • Master Teacher I
  • Master Teacher II

Master Teacher I is the entry position for the Highly Proficient Career Stage. Applicants should ensure that their annotations and MOVs demonstrate the level of practice expected from a Highly Proficient Teacher.

Distinguished Career Stage

Available sample entry:

  • Master Teacher III

Master Teacher III is the entry position for the Distinguished Career Stage. The submitted evidence and annotations should demonstrate the broader influence, leadership, and professional practice expected at the Distinguished Teacher level.

How to Use the Sample Entries

These sample entries should be treated as a writing and organization guide, not as ready-made answers that every applicant can submit unchanged.

When preparing your own annotations:

1. Identify the required NCOI

Review the PPST indicator required for the position you are applying for. Understand the specific practice, competency, or professional behavior that the indicator expects you to demonstrate.

2. Select the most relevant MOV

Choose a document that provides clear and direct evidence of your performance. A document should not be selected simply because it is available. It must be relevant to the indicator being assessed.

3. Explain the context

Briefly describe the situation, teaching need, learner concern, school priority, or professional objective that led to the preparation or implementation of the MOV.

4. Describe your specific role or action

Explain what you personally planned, developed, implemented, facilitated, monitored, or improved. Avoid vague statements that do not clearly show your contribution.

5. Connect the MOV to the indicator

State how the document and the actions reflected in it demonstrate the required PPST indicator. The connection between the evidence and the indicator should be clear to the assessors.

6. Present the result or impact

Where applicable, explain what changed or improved because of the intervention or activity. The result may involve learners, fellow teachers, instructional practices, school programs, or the wider learning community.

7. Use only truthful and verifiable information

Every statement in the annotation must be supported by the submitted MOV and must accurately represent the applicant’s actual experience.

Suggested Structure for an NCOI Annotation

Applicants may organize an annotation using the following simple structure:

Context
What situation, need, challenge, or objective led to the activity or preparation of the document?

Action
What did you personally do, prepare, implement, facilitate, or improve?

Evidence
What specific part of the MOV proves that the action was completed?

Result or Impact
What was accomplished or improved as a result of the action?

Alignment with the PPST Indicator
How does the MOV demonstrate attainment of the required indicator?

This structure is only a guide. Applicants should still follow the prescribed Portfolio Annotations Form and any additional instructions issued by their Schools Division Office.

Important Reminders for Applicants

  • Do not submit an annotation that describes an activity you did not personally perform.
  • Do not claim results that cannot be verified through the submitted MOV or related records.
  • Remove or revise any part of the sample that does not apply to your actual experience.
  • Use concise, specific, and evidence-based statements.
  • Make sure that the MOV is readable, complete, properly dated, and authenticated when required.
  • Organize the portfolio according to the checklist and sequence prescribed by the SDO.
  • Prepare for the Behavioral Events Interview because the NCOI score includes both Portfolio Annotation and BEI.
  • Check the latest division memorandum, call for applications, qualification standards, documentary requirements, deadlines, and local submission procedures before completing your application.

Failure to submit an MOV for a particular NCOI does not automatically remove an applicant from the pool of candidates. However, it results in a score of zero for the Portfolio Assessment component corresponding to that NCOI. The applicant may still proceed with the Behavioral Events Interview.
